Del. Jackie Stump stepping down

The Third District will soon have a new Delegate representing it in the House of Delegates.

After months of speculation and rumors, Delegate Jackie Stump will be stepping down for medical reasons. Del. Stump originally won the Third District seat in 1989, as a write-in candidate.

Governor Warner’s office has scheduled a Special Election, to be held on January 3, 2006, to fill Del. Stump’s vacant seat.

The Third District includes Buchanan County and parts of Russell and Tazewell Counties.

Any thoughts on who will by vying for this open seat?

    Agh, this is terrible.

    I have no idea.

    Well, Brian, have you ever heard of Ralph Maples? He’s a local officeholder in Russell County (and a distant cousin), but I dont know if he’s in Phillips’s or Stump’s district.

    This may not be too bad. Buchanan will more than likely keep a Democratic candidate in that seat, although it will not be easy. Tazewell could possibly swing it, but I would imagine we will be seeing Governor Warner and Governor-elect Kaine making appearances in the Third.

    I have never heard of Ralph Maples. Our best bet though, is to run someone from Buchanan since its the bulk of the district.

    What exactly is wrong with him? I know he’s fairly overweight, and he seemed to be moving a little slower in December that he was in February, but is there some specific ailment he has?

    I have heard cancer and heart problems, but I have not heard anything for certain.

    It’s really awful to hear he’s sick at all. He’s such a nice guy.

    He’ll be in my prayers.

    The 16th is awfully soon. Is it traditionally that short a period of time to file for special elections?

    Good question, I have heard that in the past some specials have been set for shorter time periods, but that is hearsay.

    Here is the applicable Code section:

    § 24.2-682. Times for special elections.

    A. Notwithstanding any charter or special act to the contrary, the following provisions govern the times for holding special elections. Every special election shall be held on a Tuesday. No special election shall be held within the sixty days prior to a general or primary election. No special election shall be held on the same day as a primary election. A special election may be held on the same day as a general election.

    B. A referendum election shall be ordered at least sixty days prior to the date for which the referendum election is called.

    C. A special election to fill a vacancy in any county, city, or town office, including school board member, regularly elected in a November general election, shall be held on a November general election day. A special election to fill a vacancy in any city or town office, including school board member, regularly elected in a May general election, shall be held on a regular May general election day.

    A special election to fill a vacancy in any constitutional office shall be held promptly and in accordance with the requirements of subsection A.

    I can’t find anything that says it has to happen before the GA session starts, but I guess its a logical choice.

    Maybe not.

    But I just read somewhere that several people had talked to Franklin Hall about running, but he wouldn’t say who.

    Perhaps the GOP will be blindsided and not come up with a viable candidate?

    The special election doesn’t necessarily have to be held prior to the General Assembly convening. Although, I do think it is best to fill vacancies as soon as possible.

    A lot of the GA’s work is already going on and having a new member seated on January 11th (the first day) would be ideal. This way they at least would be able to introduce legislation and have it considered by committees in a timely fashion.

    I do think it will be hard for the GOP to come up with a candidate for this election and to win it. With all of Buchanan County being in the district it makes it difficult considering Buchanan is a very Democratic county.

    Neal-Ralph Maples is from the Castlewood area, so it would be in the 2nd House district.

    The interested Dem’s are James Keen, Mike Dennis, & Dan Bowling. James appears to be the front runner. The caucus and convention is Thursday night, I think. Not sure where right now.

    For the Republicans, the only name I’ve heard is Shay Cook.

    Jackie’s announcement is today at 2 pm at his office in Oakwood.

    I am sorry to hear this. I met Jackie when our daughters were in a 4H program together a few years ago.

    Also I have an uncle who has worked with him on numerous occasions on union business, I’m sure he will saddened to hear that Jackie is not wel…
